Telegram can schedule a post. Type the message in your channel, hold Send, choose "Schedule message", pick the time. It works, it is free, and if your Telegram channel is your only channel, you do not need anything on this page.
Here is when a scheduler earns its place: the same announcement also goes to YouTube, Instagram and Discord at the same minute; you run several Telegram channels; someone else has to approve it first; or you want the post written once with a per-network variant rather than four times.
How a tool posts to a channel
Through a bot you own. You create it with @BotFather in two messages, get a token, add the bot to your channel as an administrator with "post messages", and paste the token and the channel's @username (or numeric id for a private channel) into the tool. The bot posts as the channel, exactly as you would. It cannot read members' messages in a channel, and removing it as admin cuts it off.
Preflight connects to Telegram this way. One bot can serve several channels; each channel is a separate connection in the tool.

The two numbers that catch people are the 1,024-character caption (a long Instagram caption does not fit under a photo on Telegram) and the 50 MB video (the Bot API's limit, well under what the app allows by hand). Preflight shows the right limit depending on whether the post has media, and refuses a video over 50 MB for Telegram before upload rather than after.
Scheduling it
In Preflight the Telegram channel is one target among the rest. The composer counts 1,024 or 4,096 as appropriate, caps albums at ten, and the Telegram settings card offers silent, pin, protect, spoiler and link preview. The post goes out at the slot or the fixed time, and the message can be edited or deleted from the post's page afterwards.
What Telegram gives back
The Bot API reports no views and no reactions for channel posts. The app shows a view count, the API does not expose it, so no scheduler can show it either. Preflight reports the channel's subscriber count daily and marks Telegram posts as published with a link.
